Mayor Eric Adams to appoint Jessica Katz, Carlo Scissura and Dan Garodnick

Mayor Eric Adams’ real estate agency brain trust is starting to take shape.

Adams is expected to appoint Jessica Katz to a senior housing position, Carlo Scissura to lead economic development and Dan Garodnick as planning czar, according to multiple sources.

Katz is the executive director of the nonprofit Housing and Citizen Planning Council. She first worked for the Ministry of Housing Preservation and Development in 2003 as production manager for the Adapted Housing Division, before leaving in 2009 to lead the non-profit lantern organization of assisted living. She returned to HPD in 2012 as Associate Commissioner for New Builds.

His Adams administration post will be a new post, most likely derived from the former deputy mayor role of housing and economic development. Adams renamed that title Deputy Mayor of Economic Development and Workforce and filled it with de Blasio and Bloomberg administration veteran Maria Torres-Springer.

Details of Katz’s new role remain under wraps, but given the former deputy mayor’s responsibilities, as well as comments Adams made during the campaign, she could oversee the HPD, the New York City Housing Authority, and the Department of Homeless. Services.

It is also not clear whether Katz will be the HPD commissioner or oversee the post, which is being filled on an interim basis by a remnant of de Blasio. Messages seeking comments from Adams and Katz were not returned.

Various sources have also confirmed that Adams plans to appoint Carlo Scissura as the head of the town’s Economic Development Corporation. Scissura has been President and CEO of the New York Building Congress since 2017, where he has advocated for large-scale infrastructure work, including the Gateway tunnel project and a redevelopment of Sunnyside Yards. Prior to that, he ran the Brooklyn Chamber of Commerce.

Adams also plans to appoint former city council member Dan Garodnick to head the planning commission and the planning department. This week the mayor patted real estate lawyer Edouard Mermelstein become commissioner for international affairs.

Another key position for real estate, that of Commissioner in the Buildings Directorate, remains vacant. Last month Adams made Blasio’s building commissioner Melanie La Rocca the city’s first efficiency manager.
